All required permits shall be obtained prior to commencement of land clearing, construction and/or occupancy.
This permit shall comply with all Kitsap Public Health District regulations and conditions of approval.
The uses of the subject property are limited to the uses proposed by the applicant and any other uses will be subject to further review pursuant to the requirements of the Kitsap County Code (KCC). Unless in conflict with the conditions stated and/or any regulations, all terms and specifications of the application shall be binding conditions of approval. Approval of this project shall not, and is not, to be construed as approval for more extensive or other utilization of the subject property.
The decision set forth herein is based upon representations made and exhibits contained in the project application (insert #). Any change(s) or deviation(s) in such plans, proposals, or conditions of approval imposed shall be subject to further review and approval of the County and potentially the Hearing Examiner.
The authorization granted herein is subject to all applicable federal, state, and local laws, regulations, and ordinances. Compliance with such laws, regulations, and ordinances is a condition to the approvals granted and is a continuing requirement of such approvals. By accepting this/these approvals, the applicant represents that the development and activities allowed will comply with such laws, regulations, and ordinances. If, during the term of the approval granted, the development and activities permitted do not comply with such laws, regulations, or ordinances, the applicant agrees to promptly bring such development or activities into compliance.
Pursuant KCC 17.455.060 Agricultural accessory use or agritourism. The use will be required to comply with all applicable public notice requirements, sanitation, solid waste requirements and setbacks any new agricultural buildings.
Access roads shall be maintained at a minimum 12ft in width and able to tolerate the load of fire apparatus. Pull-outs shall be provided every 300 feet along the access road. Pull-outs shall be a minimum 50 feet in length and 10 feet wide
Temporary membrane structures erected for events that exceed 400 square feet shall obtain a fire code permit. All required inspections related to the temporary membrane structure permit shall be completed and approved prior to use.
No new or existing permanent structure will be used by the public during any event. Events are to be hosted outdoors or in a permitted temporary membrane structure.
This project shall follow the Habitat Management Plan (Revised Wetland and Fish and Wildlife Habitat Assessment and Mitigation Plan, Dated 2/5/2020, by SoundView Consultants. Mitigation Planting Area: 2,546 SF along wetland boundary from pergola, north Voluntary Enhancement Planting Area: 1,870 SF along gravel path and above retaining wall. Per Planting Schedule , Fig. 3 of report. As-built shall be provided to Kitsap County DCD for approval by the Environmental reviewer prior to final inspection. The As-built shall verify actual planting completed, as well as verification of buffer sign placement.
The Applicant will continue to maintain the project, keeping the site free from of non-native invasive vegetation, trash, and waste. In accordance with the intent of KCC 19.200.230.E, the applicant will self-monitor and submit monitoring reports to Kitsap County, as required, on an annual basis for five years, or until the department determines that the native plants are established within the mitigation areas and mitigation actions have achieved success. Monitoring reports will consist of a list of species installed and the condition of those plants in the buffer enhancement area, and photographs by email provided by the Applicant. The photographs will be taken from approximately the same location each year and will clearly show the mitigation plantings.
The Kitsap Conservation District Farm Plan shall continue to be adhered to. Pastures 5 and 6 may be used for event parking during periods, May through October, where not to adversely affect soil compaction and plant health. Parking should be avoided during winter rain events and when soils are saturated.
Minimal grading is expected for this site for the ADA pathway and parking places for the ADA. If the Grading activities go beyond the 150CY limit, then an SDAP Grading-1 permit will need to be applied for.
